It probably did for a while, until you find yourself wondering why the desktop search is still not working. My normal user account could get to the start menu, but clicking the cortana menu or trying to search in the start menu wouldn't do anything. Killing Cortana worked for me. I found that the reason my desktop search wasn’t working properly, and was showing me incorrect results stemmed from Cortana still running in the background.

I'm guessing this problem is related to one of the Windows 10 updates that happened in the past moth, but have no way of telling, unless it's to uninstall the updates.
